That’s 21 states against Syrian refugees and five in support. While concerns of terrorism are fueling this trend, the U.S. has some of the strictest measures in place to vet all incoming refugees, especially from Syria. But if that won’t sway those 21 governors, maybe they’ll realize their refusal is an empty gesture.
